Running a Clean Certificate Program: Risk Transfer for GCs and Lead Contractors

The moment you hire your first subcontractor, you’re in the risk transfer business whether you meant to be or not. Every sub on your job either carries their own insurance properly — documented, verified, endorsed in your favor — or their risk quietly becomes yours. A clean certificate program is how lead contractors keep the line where it belongs.

The standard, written once and enforced always

  • A subcontractor agreement on every job — indemnification to you, insurance requirements spelled out, signed before mobilization
  • Certificates showing GL and workers comp, with limits at least matching yours — a sub carrying $300K limits under your $1M program is transferring risk uphill
  • Additional insured endorsements (not just the certificate checkbox) in your favor, ongoing and completed operations, primary and non-contributory
  • Waivers of subrogation on GL and comp
  • Expiration tracking with real follow-up: the certificate that lapsed in March is worthless for the April claim — automate the chase
  • No certificate, no check: the office enforces it so the field never has to negotiate it

Why this shows up in two places

At claim time: when a sub’s work injures someone or damages property, your file either tenders the claim to their carrier or absorbs it into your loss history — and your loss history is your pricing for the next five years. At audit time: your GL and comp auditors will charge you for every sub you can’t document as insured, at your rates, as if they were payroll. The same file wins both fights. It’s the highest-leverage administrative system in construction.

The verification step most contractors skip

Certificates can be issued in error — or forged. For subs doing significant work, verify: a call to the issuing agent confirming coverage is active takes two minutes. And collect the actual additional insured endorsement pages, not just the certificate that claims they exist. Paper that holds up is the whole point of the exercise.
